Bihar State Private Nursing and Paramedical College Association (BSPNPCA)
Article 1: Name
The name of the Association shall be Bihar State Private Nursing and Paramedical College Association (BSPNPCA).
Article 2: Registered Office
The Registered Office of the Association shall be situated in the State of Bihar and may be shifted to any other location within the State by resolution of the Executive Committee.
Article 3: Objectives
- Promote quality Nursing and Paramedical education.
- Safeguard the interests of member institutions.
- Encourage ethical and transparent academic practices.
- Coordinate with regulatory authorities and government agencies.
- Organize seminars, workshops, conferences, and training programmes.
- Promote research, innovation, and institutional excellence.
Article 4: Membership
Membership shall be open to:
- Private Nursing Colleges
- Private Paramedical Colleges
- Allied Healthcare Educational Institutions
- Honorary Members (if approved by the Executive Committee)
Article 5: Rights of Members
- Vote in General Body Meetings.
- Contest elections (subject to eligibility).
- Participate in Association activities.
- Access Association publications and services.
Article 6: Duties of Members
- Comply with the Constitution and By-Laws.
- Maintain ethical and academic standards.
- Pay prescribed membership fees on time.
- Support the objectives of the Association.
Article 7: Office Bearers
The Association shall consist of:
- Chief Patron
- Patron(s)
- Advisory Board
- President
- Working President
- Vice President(s)
- General Secretary
- Joint Secretary
- Organizing Secretary
- Treasurer
- Executive Committee Members
- District Coordinators
Article 8: Executive Committee
The Executive Committee shall administer the affairs of the Association, implement decisions of the General Body, and oversee financial, administrative, and policy matters.
Article 9: Meetings
- Annual General Meeting (AGM) shall be held once every year.
- Executive Committee meetings shall be held at least once every quarter.
- Special meetings may be convened by the President or upon written request of one-third of Executive Committee members.
Article 10: Elections
Office bearers shall be elected democratically for a term as prescribed by the General Body. Election procedures shall be conducted fairly and transparently.
Article 11: Finance
The Association’s funds shall comprise:
- Membership fees
- Donations and grants
- Sponsorships
- Other lawful income approved by the Executive Committee
Proper accounts shall be maintained and audited annually.
Article 12: Code of Ethics
Every member institution shall uphold professionalism, transparency, academic integrity, and compliance with applicable laws and regulatory standards.
Article 13: Amendment
This Constitution and By-Laws may be amended by a two-thirds majority of members present and voting in a duly convened General Body Meeting.
Article 14: Dissolution
The Association may be dissolved only in accordance with the applicable provisions of law and by a resolution passed by the required majority of the General Body.
